In most cases, it is not necessary to use copyright symbol or "rights reserved" statements in Calhoun records, not in dc.description nor in dc.rights. Most works by NPS Authors, including Faculty and Student authors, can use this statement:

This publication is a work of the U.S. Government as defined in Title 17, United States Code, Section 101. Copyright protection is not available for this work in the United States.

There are exceptions.  Here is a table to make clear what to use in dc.rights as a "rights statement":

NPS Faculty author, not government workdc.rights: Copyright is reserved by the copyright owner.
NPS student author (U.S.), except for CHDS States/Local, International Student or Contractor.dc.rights: This publication is a work of the U.S. Government as defined in Title 17, United States Code, Section 101. Copyright protection is not available for this work in the United States.

NPS student author (CHDS States/Local employed).

Note: "States/Local" means the agency or entity that employed the author at the time of his or her work at NPS. Typically this situation involves CHDS students who are employed by State or Local Agencies such as State or Local Fire Departments. For Theses and Dissertations, this can be verified by looking at page iii for the document.

NPS student author (Federally employed).
